Description

The main objectives of this assignment were to support government stakeholders identified as responsible parties to strengthen their skills and knowledge of GRB methodology for sector budgeting and to strengthen government’s capacity for GRB implementation broadly on national and local levels. Advisory services and technical support for building institutional capacity of key implementing partners - such as the State Committee on Family, Women and Children Affairs as well as the Ministry of Finance and Statistics Committee - to implement gender analysis and gender responsive budgeting into the budget planning and implementation processes.
Delivery of hands-on experience through training, coaching and mentoring in gender budget analysis and development of GRB indictors to GIZ Programme partners.
Despite the impacts of Covid and the recent AZ/AR bellistic confrontation, the project was delivered in time.

Description

The visiting experts received a comprehensive introduction to the Austrian GRB system, including national and sub/regional underpinned legislative basis (equality, gender mainstreaming, equal opportunities, gender responsive budgeting) by representatives of the task force for gender mainstreaming and budgeting of the Government of Lower Austria.
The project cycle of gender mainstreaming, main areas / topics to be assessed, 6 steps towards GRB and the 4-phases design matrix were addressed in detail.
Practical samples of GRB design & implementation were thereafter presented in various municipalities.

Description

A comprehensive study mission was organised, visiting international, federal and local institutions.
Topics were arranged around general gender mainstreaming subjects, including social, political and career aspects.
Austrian Parliament, Ministries of social affairs, women, families & youth, Vienna City Council, UNDOC Offices and regional units for anti-discrimination and equal treatment of Salzburg and Burgenland presented their activities, methodologies and achievements.

Description

The overall objective is the development of a professional, competent, efficient, accountable, and ethical civil service offering transparent high-quality services to citizens and businesses.

The purpose of the project is to improve the national system for training coordination and the implementation of the regulatory framework relating to the management of the civil and public service (public administration).

The expected results are:
The capacity of MISA is strengthened: Training Sector, HR Sector, Legal Sector, and IPA Unit are able to fulfil their role in an efficient manner.

Activities:
Support to training policies and the related coordination to develop a New Training Strategy and to embark on 10 new study plans in different areas of the PA.
Support for managing Human Resources in the Public Administration, among which the strengthening of procedures and management capacities, as well as the enhancement of Human Resource networking and the development of annual training plans.
Activities for improving the legal framework in view of the new law on Public Administration, and in particular in the drawing-up of second level legislation.

Description

Implementation of the General Administrative Procedures Act (GAPA) - IPA 2008

The project comprises 3 main components:
1) Strengthening the capacity of the Ministry of Public Administration (MoPA) to act as the central body for coordination, management and supervision of the implementation of the new GAPA. Besides general institution building, a methodology for monitoring and reporting on the implementation of the new GAPA by state administration bodies and other legal entities with vested public authorities is being developed.
CPR is mainly contributing to this component with development of a 24 months of 'Operational Plan' on further implementation of GAPA proceedings by MoPA as well as for a Supoervision Methodology, based on ICT design basics.
2) Development of a comprehensive Training program, establishment of Network of training Institutions and Trainers and further support to the Civil Servants Training Centre (CSTC) is implemented.
3) Public Awareness Campaign for informing the broad public on the possibilities and benefits of the new system of administrative procedure, but also as an exercise for the MoPA as a client–oriented public administration.
